Snake Weed or Horse Tail Rush

It all depends on who you ask as to what the correct name of this plant is, the only thing I'm certain about is that it's native.

I think these are garter snakes here on this mossy covered rock and I think they are mating. The sound was unreal I keep forgetting that I have video capability on my digital camera!!!
